As of 1 April 2015 Xabier Goenaga is responsible for the Innovation Systems Analysis Unit of the JRC of the European Commission in Brussels, which amongst other supports the preparation of Country Specific Recommendations in the field of research and innovation.
Between 2007 and 2015, he was responsible for the Knowledge for Growth Unit of the JRC, which:
- managed the smart specialisation platform that supports regions and Member States developing R&I strategies, the stairway to excellence as well as digital growth strategies,
- assessed the impact of innovation factors on company performance and issued yearly the industrial R&D scoreboard,
- developed and maintained a regional economic model to evaluate the impact of innovation, human capital and infrastructures investments of the EU Cohesion Policy.
Before working for the Joint Research Centre, he was at DG RTD where he was responsible for Units dealing with (i) economic analysis of research policies, (ii) SME measures in the Framework Programme and (iii) agro-industrial and agricultural research.
He graduated from the Basque Country University in 1982, holds a PhD in chemical engineering from the University of Wales and a
Master degree in Public administration from the École Solvay in Brussels.
